(##) NVIC configuration if you need to use interrupt process (HAL_SMARTCARD_Transmit_IT()
and HAL_SMARTCARD_Receive_IT() APIs):

(+++) Enable the NVIC USART IRQ handle.
(@) The specific USART interrupts (Transmission complete interrupt,
